A dummy driving another dummy...

A commuter in Bellevue, WA was stopped by a State Patrol trooper. He was in a HOV lane with a homemade dummy trying to circumvent heavy traffic.

The trooper stopped him because the dummy (the passenger, that is) WASN'T WEARING A SEATBELT!
